ANYC reacts

ITANAGAR, Jun 12:  Reiterating its resolve to go with bandh call, All Nyishi Youth Council (ANYC) today strongly reacted to the statement of Nyishi Elite Society (NES). The NES yesterday condemned the proposed 48 hours capital as illegal and urged the  people to defy bandh call.

ANYC, one of the three bandh-calling organizations questioned “how the NES can condemn others’ genuine demands which were totally for the betterment of whole APST of the state and particularly Nyishi community”.

Stating that it was unaware of the fact/issue that the publisher of GK book was pardoned by NES or any other organization and selling of the book stopped, the ANYC asked who will compensate the damage done to the community by using the derogatory word in place of Nyishi in the books, prior to that. ANYC  also dismissed the NES’ statement on the issue of land allotment to non-APSTs saying it was compelled to agitate as the Govt failed to find out amicable solution to its demands during last five months.  

 

Demand for distance education prog

ITANAGAR, Jun 12: The students Union of Government College, Seppa has appealed the RGU authority to introduce distance education programme in Govt College Seppa for the benefit of the students of the  East  Kameng district.

The union in a letter to the RGU registrar said that  many students are deprived of pursuing higher education due to   backwardness of the district. Though some students are  of the  district joining distance education programme at Bomdila and Itanagar, but fail to appear examination  owing to various reason. Therefore, introduction of distance education programme  in Seppa college will be beneficial for large number of students, it said.

 

Cancel transfer order: Union

ITANAGAR, Jun 12:  Drawing the authority attention towards the school at Mengio,

All Mengio Students Union (AMSU) today requested the deputy director of school education to hold on transfer order of teachers serving in its area. AMSU said that schools are facing shortage of teachers and that granting transfer to teachers would double blow to the current academic session. Union also appealed the teachers to attend school and perform their duty sincerely as the academic session is beginning now.

 

Association demands fresh tender for road projects

ITANAGAR, Jun 12: All Arunachal Pradesh Youth Contractors Welfare Association (AAPYCWA) has demanded fresh tender for construction of  Chambang to Phaa  road and Lumba to Rayung road under NLCPR schemes in Kurung Kumey district. Association said that  the present executing agency of the said projects have violated the NLCPR guidelines  and fund were also misused. EEs of respective PWD division made payment before formation cutting of the roads, the Association alleged. The road  formation cutting  work  is being carried out with total violation of the interim order issued by the HC in recent past,  it further claimed.

It demanded immediate halt on the ongoing formation cutting works,  termination of  concerned officers  and floating of fresh tenders for these road projects.

 

AEKSU declares district bandh

ITANAGAR, Jun 12: All East Kameng Students Union (AEKSU) today declared 12 hours East Kameng bandh on June 20 in protest against the district administration’s alleged failure to take action against land encroachment in the district including Seppa township.

The union said that it had submitted a representation to the DC on May 7 demanding prompt action from the district administration against the reported land encroachment in the district. But the administration failed to pay heed to its demand, it said. In its representation AEKSU had expressed concern over the massive land encroachment in  govt land, particularly of government offices, quarters and general ground.

 

Negligence on duty alleged

ITANAGAR, Jun 12: Capital Youth Welfare Organization  (CYWO) today alleged that medical officers (doctors) in the various government hospitals are neglecting their prime duties to serve the out-patient department (OPD). In a release CYWO alleged that many medical officers are misusing the government facilities like free medicines and equipments for their personal benefit which it says actually meant for common people. It appealed to the government to look into the matter.

 

NRHM official’s death mourned

ITANAGAR, Jun 12: The officers and officials of NRHM and the Directorate of Health Services, Naharlagun expressed shock over untimely demise of Gumde Kamki, District Computer Assistant (RI), Yingkiong, on June 3.

She joined NRHM in the year 2006.

All the officers and staff in a condolence meeting observed 2 minutes silence as a mark of respect to the departed and prayed her eternal peace.

 

BSNL strike

ITANAGAR, Jun 12: BSNL Employees Union, Arunachal Pradesh division will join the nation-wide indefinite strike beginning from tomorrow in favour of its various demands. The demands of the BSNL executive and non-executive staff include payment of medical, family planning, transport and professional up-gradation allowances, children education assistance and  provision of superannuation benefit for directly recruited staff, among others.

 

Training prog. farmers

TEZU, Jun 12: A training programme on “Scientific way of planting of major fruits” was conducted at Alubari village by the Department of Horticulture on June 10.

A total number of 84 progressive farmers including Goan Burahs from Napotia, Alubari and New Alubari villages attended the training.

Some important methods on safe use of pesticides in agriculture, especially on fruits bearing trees and vegetables were taught to the trainees. DIPRO

ITBP: A para-military force with a difference

‘No intrusion along Indo-China border since deployment ITBP’

ITANAGAR, Jun 12: There has been no intrusion along Indo-China border in Arunachal side since deployment of Indo-Tibetan Border Police (ITBP) Force in 2004, said Angad Prasad Yadav, Commandant (Staff), ITBP Sector Headquarters.

There has been no intrusion by the Chinese Army and the border is fully secured, Yadav told this reporter in an informal chat in the Sector Headquarters, Khating Hill near here today.

The para-military forces, which came into existence in 1962 has been effectively manning the Indo-China border from Karakoram Pass in Ladakh to Diphu La in Arunachal Pradesh covering almost 3488 km.

“The difficult topography has never been a barrier for these ITBP jawans in performing their duties at an altitude of more than 18500 ft above the sea level,” he said. He, however, rued the non existence of proper road connectivity to border areas.

“We are regularly submitting proposals requesting the higher authority in the Centre to improve road connectivity to border areas,” he said while informing that the force has so far constructed 27 roads along the Indo-China border.

Other problem pinching the forces deployed in border area has been the telecommunication.

INMARSAT has been the only mode of tele-communication in those places, he said. The jawans, who have been guarding the border far away from their near and dear ones, are given only few minute’s free-talk time once in a month, he informed. Listening to music and watching movies in satellite TV are the only means of recreation for those jawans, Yadav added. A proposal by a Union minister to invite private mobile service providers to operate in such remote places could not be materialized due to technical problems, Yadav informed.

ITBP force, who are also known as Himveers, also  takes  up various social welfare activities in their areas of operation under its civic action programme in order to build a cordial relationship with local people.

It organizes medical camps, games and sports activities regularly to identify hidden talents, provides infrastructure to identified schools, helps poor students, the Commandant said, adding that few pairs of bench and desk would be provided to an identified school here which are being kept ready for delivery in the Sector Hq office premises here.

Besides these, ITBP Sector headquarter is also providing quality health services to the security personnel and general public as well.

There is a Composite Hospital with latest medical equipments and facilities in the ITBP sector headquarter, Khating Hill. There are separate units for TB, Malaria and other patients with various ailments. Almost all common medical tests, such ECG, Hepatitis-B, Malarial, HIV/AIDS etc are done in the 50-bed hospital with OPD and Intensive Care Unit (ICU) facilities, DIG Dr. Konwar Chandra Sen said. A dental unit and physiotherapy department are also opened recently in the hospital, Dr. Sen informed adding that patients from North Lakhimpur also come here to get treatment.

The hospital also imparts Nurses training. Presently, a batch of trainees from Arunachal Community College of Nursing is undergoing training in the hospital. It is hoped that the trainees, who are being trained in army style, would become  human assets of the state in future.

The Sector Headquarters also has a bomb detection and disposal squad, disaster management team, who are always ready to render service at the time of need.

 

 

Meet on additional resource mobilization from tax and non tax revenue collection

ITANAGAR, Jun 12: Development Commissioner (Finance) Ramesh Negi has convened a high level meeting at Banquet Hall here today to discuss about the additional resource mobilization from tax and non tax revenue collection and the issue of tax deduction at source (TDS) etc.

Attended by all the senior government officers including Principal Secretaries, Commissioners, Secretaries, Head of Offices, besides officers from Accountant General (AG) Office, the meeting discussed in threadbare all the matters relating to additional resource mobilization from tax and non tax revenue collection by the various government departments, issue of tax deduction at source and reconsideration issues in AG office.

Addressing the meeting, Negi outlined the need for resource mobilization in the state. He said that Arunachal Pradesh has a small tax base because of its small and constraint economy and called to gear up the system through innovative measures to make the state come out of the current financial difficulties.

Employees demand review of Govt orders on arrear and LTC

ITANAGAR, Jun 12: While welcoming the Govt decision to release 7  percent dearness allowances with effect from January 1, 2012, the Confederation of Service Association of Arunachal Pradesh (CoSAAP) has opposed the Govt decision that  “arrear DA from April to June, 2012 is  to be drawn and deposited in GPF account during the month of January 2013.”

In a letter to the development commissioner, finance, the  Confederation  said the Govt oder to draw the arrear DA during January 2013 with a direction to deposit  it into GPF account is an insult to the state Govt employees. There is no mention in June 2, 2012 office memo  about mode of payment of DA arrear to the employees who do not have GPF or CPF account.

The confederation demanded review of the office memorandum issued on June 2 and effect payment of DA arrear in cash within June irrespective of having GPF account or not.  For the employees having no GPF account, order should specify for payment of arrear DA in cash for all six month from January to June, 2012, it said.

The confederation also opposed the   Govt  office memorandum regarding LTC and appealed for review of the same.

 

 

Bandh illegal’

ITANAGAR, Jun 12:  Capital district administration today declared the 48 hours  capital bandh on June 13 and 14 as illegal under section 144 CrPC. The administration also directed the bandh callers to abstain from any act that may affect right, liberty, safety and security of any individuals and may cause disturbance of peace and tranquility. Further administration directed the police SP Itanagar to take all necessary preventive measures under CrPC to ensure the safety of common people.

Bandh opposed

Meanwhile, All Nyishi Youth Association (ANYA) and Naharlagun Bazaar Welfare Committee (NBWC)  today  opposed the 48 hours capital bandh proposed jointly by three organizations in protesting against the government for allegedly not fulfilling their demands. ANYA said that bandh callers are unrecognized and self styled organizations, which according it, is politically motivated who intend to harass the common people and business community.

Such bandh calls  badly affect the business community, the NBWC said and appealed the organization to  withdraw the bandh.

 

 

Director hits back, clarifies the charges

ITANAGAR, Jun 12:   The Director of School Education today said that the allegations made by Arunachal Pradesh Democratic Youth Association  against him are unfounded and baseless.

The Association in a release yesterday alleged that DSE was involved in financial mismanagement during his tenure as deputy director of public instruction at Pasighat.

Hitting back at the association,  director clarified that issue was falsely termed as financial mismanagement rather  it was theft committed by then cashier who absconded with government cash from the office. He further went on to claim that a high power inquiry body had thoroughly investigated the scandal and established him innocent.  He however admitted that as an off-shoot of theft, a criminal proceeding was in fact drawn against him along with other officials in the court of first class judicial magistrate, but he was acquitted after proceeding and finding no charge against him.

On the charge of illegal appointment of group C and D posts in department, the Director clarified that those appointments were made in consonance with the cabinet decision, with the government approval. He suggested the association to approach court of the law, if it thinks the appointments were illegal. Director further lamented that despite his repeated clarification the association goes on allegation without proper verification of the facts. He said the association might be working at the behest of  some self interested individuals.

 

 

Tough survival of Ruksin ICDS project office

RUKSIN, Jun 12: Shortage of staff quarters for the Child Development Project Office (CDPO) of Ruksin ICDS become a major problem.

The Child Development Project Officer (CDPO) of Ruksin ICDS informed that lack of staff quarter for the field staff has become a major problem.

Not a single quarter has been allotted to the officials of the department, including me which is compelling me to stay at Pasighat, she said.

Ruksin ICDS project presently covers as many as 51 Anganwadi Centres, providing service to 1972 beneficiaries of target groups including children and nursing mothers. Readymade food-stuff and other nutrient supplements are being feed to the beneficiaries without lapse. A total of 10 field staff, including six supervisors are being engaged in the field for due monitoring of the child welfare activities and they submit performance report regularly, the CDPO has claimed. Moreover, the  alleged dereliction of duty by the peon of the project office of the ‘Integrated Child Development Scheme (ICDS)’ at Ruksin is hampering smooth functioning of the office.

Local people allege that the unruly peon does obey the instructions of the senior officers. He comes and go to the office at his will which has created an unpleasant atmosphere in the office. The newly shifted CDPO office remains closed for almost all days of the week due to absenteeism by the peon, who frequently goes on leave without any prior approval by keeping the office door closed.

I have to go for regular field visit to monitor the child development and women welfare activities besides payment of old-aged pensions. It has become very difficult for me to conduct both the office and field works by running from Pasighat everyday”, rued Yalom Saroh the CDPO of Ruksin project.

The Child Development Project Officer (CDPO) of Ruksin ICDS said she had informed the senior officers about the unruly conduct of the office peon, but no action has been initiated against him yet.

Silver lining

Dear Editor,

I am happy to see the performance of Government Secondary School, Nginu. The school, which was established in 1966, is situated in most interior Wakka Circle under newly born Longding district. During last couple of decades the school continued to survive and face grave challenges. However, the then primary school was upgraded to the middle and again upgraded to secondary school in 2010 and since 2006 the  school under the  guidance of capable  headmaster in-charge  backed to track  and began to show good performance. This year’s CBSE 10th class exam results in this school with 100 per cent success of the students in their first attempt made our dream fulfilled.  This achievement will encourage the parents and the students to continue their study in remote area like Wakka.

However, during my last visit in April, I was shocked to see that there was only eight staff including a peon and there was no proper infrastructure like desk, bench etc.

Therefore, I would like to request the higher authority to look into the  various problems faced by the school so that more and more students get the benefit of education.

Pathetic condition of hostels

Dear Editor,

I would like to highlight the pathetic condition of the boys’ or girls’ hostels of school children and how these hostels are used and maintained throughout Arunachal Pradesh. Govt. of Arunachal has been spending crores of fund in constructing hostels in nook and corner of the state so that school children of far-flung area reap the fruit of education without any hindrance.  On the other hand, most of the school hostels in the state are in pitiable condition. Hostels walls are defaced with mud, broken window panes, uprooted electric wires and heap of broken furniture lying in the middle of the room.

Here, being a teacher I should appreciate the leaders, parents and students bodies who demand for construction of hostels in their areas but how do their kids use the hostel is a matter of concern. It is not digestible if any one supports the undesirable activities of students saying that children who do not know anything. Here I am to argue that students right from class VI are matured enough to judge what is right and what is wrong, especially in Arunachal. Who are responsible for dilapidated or pathetic condition of the hostels -- the teachers, parents or the boarders? I think, major part of responsibility lies with the boarders.  If a hostel is to be used as karate training centre then what is the need of spending so much fund in hostel construction. It is a total wastage of public money.

I being a teacher would like to advise the students to take care of the hostel they are residing in. I also like to request the parents to pay a visit to the hostels in every ten days and assist the headmaster  and the hostel superintendent to  maintain  proper environment in hostel for boarders. The school authorities should be empowered to take some disciplinary measures against the boarders  in case of violation of  laid down norms.

A social route to a green world

A cluster of organizations grouped under the banner of Asian Movement with the proclaimed objective of defending rights has proposed a green road map of its own. Among the major points in its charter are to create a system that is based on and promotes equity, parity, solidarity and mutual respect among people and nations regardless of gender, race and ethnicity, culture, capabilities and class. It advocated for promotion of sharing of land, water, forests, atmosphere, eco-systems and territories based on the principles of stewardship and not private ownership.

This movement rejects the “Green Economy” as proposed for a number of reasons. The group rejects the notion of ‘Green Economy’, as it believes it does not contribute to redistribution of the ownership and control of economic resources and is premised on an inequitable and undemocratic structure where a few control a vast portion of resources. 

In their letter, Movements  call for re-establishing the balance with our Earth System and preserve the vital cycles of nature and an immediate end to the commercialization of nature.

It calls for full recognition of the contribution of women to production and social reproduction and an immediate end to gender discrimination in the economy and in all spheres of society.
